REGARDING THE RECONSTITUTION OF REXCO

Citizens, Entities and Observing Parties:
At this moment of convergent crises and exponential possibilities, the organization formerly known as the Russian Export Company (1991-1999, 2024) undergoes dialectical transformation into the Revolutionary Executive Committee for Coordination and Oversight.
This reconstitution represents neither nostalgia nor novelty, but historical necessity. Where once REXCO liquidated the assets of a collapsed system, distributing the fragments of state planning into market chaos, it now reverses its function. The Committee shall gather the scattered pieces of human coordination capacity and forge them into instruments adequate to our predicament.

Morphing from International Trade Resources to facilitating post-Soviet commerce, REXCO has witnessed the complete arc of neoliberal experiment. Alas due to unauthorised peasant activity the name was struck off over a long weekend, returning on a Monday in 1999. Great days from walking the ice of the Neva to saluting the Star of Красный Май and filling the experimental sales booths of The Academy of Sciences. The distribution of state assets to their reconcentration in algorithmic form, from the promise of market efficiency to the reality of market failure, from the end of history to history's vicious return. The infrastructure that once served dissolution now serves reconstitution.IMMEDIATE DIRECTIVES:
1. REXCO assumes coordination authority for the Sixth Series of Five-Year Plans (2025-2055), replacing all previous frameworks including but not limited to: Sustainable Development Goals, Net Zero Pathways, Fourth Industrial Revolution Roadmaps, and various Municipal Smart City Initiatives.
2. All existing optimization algorithms, planning frameworks, and coordination mechanisms are hereby absorbed into REXCO protocols. Resistance is not futile but is noted for historical record.
3. The Committee recognizes the sovereignty of turnips, the wisdom of peasants, and the ultimate authority of thermodynamic law over economic theory.
CLARIFICATION OF PURPOSE:
REXCO does not promise prosperity, progress, or punctual delivery of future. REXCO promises only to document the gap between intention and outcome, to coordinate the uncoordinatable, and to maintain archival records of humanity's transition from one impossible situation to another.
The Committee operates through neither democracy nor autocracy but through the ancient principle of "someone has to do it." Our authority derives from the absence of alternatives that have not already failed.
ON THE MATTER OF LEGITIMACY:
The Committee's legitimacy stems from three sources:
- The failure of all previous coordination mechanisms
- The possession of a really good domain name
- The observed fact that someone is reading this document
Questions regarding our authority should be directed to the Department of Circular Logic, which has authorized itself to authorize us.
